Depending on the model Peugeot 406 you have it is either in the blower motor housing itself which is behind the glove box beneath the dashboard on the passenger side of the car or it is the trunking to the right of the blower motor. In the latter case if you look under the dash on the floor to the right of where the passengers right foot would normally go (if you see what I mean) you will see a black box with 2 green connectors - 1 small and 1 large. Undo the single screw and pull the unit downwards to free it.

I would suspect the blower motor speed resister is shot.
When this happens its most likely the blower motor resister that is bad.......
The blower motor speed resister is burned out. This part is available from your local auto parts stores. The resister is located in the engine compartment, on the firewall, on the passengers side.
Short of it is the resistor controls the fan speeds for the blower. Easy to replace and to my knowledge only available through a dealer.
Mounted right in the AC/heater box under the hood.
It is under passenger side dash behind the blower motor. You must remove blower motor to access it.
check the fuse, the relay, the switch and the blower motor resister. If these all check out could be the blower motor its self is faulty
