Open the rear tail gate. Directly under the boot 'lip' there is a preinstalled restraint. It is right under the lip, where the latch is. There are also 2 points, 1 either side of the boot floor, however no restraint has been fitted. You have to remove the black gromet, then install the anchor and bolt.

Nine times out of ten the easiest and cheapest way to fix this is replace it with a working one from the wreckers. Are you sure it doesn't have child lock on?
Call you local Ford dealer first. Ford, at least here in Canada, will pay for the installation of one tether in all Fords built after 1990. Ask them about it first.
