For example, at Disneyland, the two most expensive categories of annual passes include parking but the lower tiers do not.
The answer to your question depends on "what" city you want to go to from Disneyland. Disneyland is not in an out of the way area and apart of anything. It is in the middle of Anaheim and surrounded by motels ( which Disney now owns), businesses, and just off the freeway. A ramp takes you into the Disney parking. The entire LA basin is freeways, housing, and businesses.
