You need the Aurora Ticket which is a Mystery Gift. To unlock Mystery Gifts, you need to go to a Pokemon Mart. On the side of the counter there should be a questionnaire. Put the four words LINK TOGETHER WITH ALL. The shopkeeper will realize you know those words and will tell you that once you save the game, you'll gain access to Mystery Gifts (Mystery Gift option is on the Menu under New Game)
