The epicentre is the point on the surface of the earth directly above the focus - where the earthquake actually happens. The focus is calculated by using data from multiple seismogpaphs around the world as well as locally, which will enable the focus to be pin-pointed. It is fairly approximate, but is always accurate, to the extent that you can say the very village where the Haitian earthquake began. From knowing the focus, the epicentre is then also calculated.

The epicenter is the point on the Earth's surface that is directly above the hypocenter or focus, the point where an earthquake or underground explosion originates.

The hypocenter is located by the time it takes different compression and transverse waves to reach sensing locations.
