Feebass does not evolve at a specific level, you need to increase its beauty to maximum using poffins (in Diamond/Pearl/Platinum) or when traded while holding a Prism Scale (Black/White) You can still evolve it in HG/SS, by taking it to the various grooming places. While the grooming normally increases friendliness, it also increases Beauty, even though this is never used or shown in any other way.
