The flywheel is mounted on the driveshaft. There is a slot in the side of the driveshaft that lines up with a slot on the inside of the flywheel's center hole - into the large slot created by lining up the two slots is where the flywheel key goes.

If you mean the one the secures the rear wheel to the transaxle to drive the machine, then it is a 5/32" square piece of keystock that is 1 1/2- 2" in length and fits half in the slot of the wheel and half in the slot of the axle.
I gather you mean nothing happens which is indicative of a bad safety switch, solenoid or battery.
