The fuel regulator is inside the fuel filter in a lot of Saturns.
It is underneath the engine. Put the car on jack stands, unbolt the fuel fiter / fuel regulator assembly, unclip the fuel line bundle from its retainer (be careful not to damage the retainer), disconnect the lines from the unit as you remove it (the plastic fuel line retainers must be replaced when reassembling, installation is the reverse of the above. Which regulator? The voltage regulator is INSIDE the alternator. If that regulator has failed you can either rebuild the alternator (don't even try unless you're experienced), or you can simply replace the alternator. The fuel pressure regulator is near the rear of the engine, drivers side. Just get a new one, pop out the old one, clean everything well and put the new one in it's place.
A fuel pressure regulator on a 4.3L can leak undetected but cause the vehicle to fail emissions.
Do a fuel pressure test
It is in the throttle body.
The fuel pressure regulator would be located in the throttle body in 1989.
