No, the entire system is on one fuse so all the windows would work or none would if it was a fuse. It is much more likely that it is a problem with the window motor.
The Power *Window*/Sunroof Breaker is identified as RETAINED ACCESSORY PWR BRKR, and is in the Driver's Side Instrument Panel Fuse Block. Just pull out and install new one. See page 5-96/97 of your "Owner's Manual" for details.....

You probably have a short. If you can, just connect the wire directly to metal and skip the fuse.

The power window fuse should be located in the fuse panel underneath the driver-side dash. Follow the dash straight down from the turn signal lever and you will locate a door labeled "FUSE BOX". On the inside of the door is a diagram of the fuses, each labeled for their application.

A person can find a fuse box diagram in the owners manual of the car. It can also be found on the back of the panel cover of the fuse box.
