In the fuse panel located on the left side of the dash assembly. The drivers door has to be open to gain access to the fuse panel.
It depends on what year your GMC Sonoma or Chevy S-10 is but on some years the signal and 4-way flasher relays were located behind the plastic lower dash panel, aprox under the radio. The lower dash panel must be removed to gain access to the relays.

My 2001sonoma headlights are always on .when you turn the switch on the dash they do not get brighter.
It uses a circuit breaker not a fuse, and it will be located on the driver's side fuse panel located on the side of the dash when you open the driver's side door.
There are fuses under the hood and on the driver side end of the dash. Not sure what "the breaker" is.
The 2007 Chevy truck dash will bolt into a 1998 Chevy truck if both vehicles are the Silverado version of the truck. The dash is different for the lower versions of the interior options.
I have a 97 s-10 blazer and the flasher is behind the dash just to the left on my radio. I bet yours is in the same spot Too add to this users answer...yes, it is there behind the dash, and in my 95 GMC Sonoma I had to remove the front lower dash panel to get to it, using a "star " like tool. The flasher on the right was for the turn signals, and on the left for the hazards.
It is under the dash with some wires plugged into it. At least that where it is on mine.
