Sadly, you can't find Glalie in the wild. You must capture a Snorunt from Shoal Cave and level it up to evolve. Though, the tricky part is the high and low tides of the Shoal Cave. It takes 6 hours in-game time for the water to go up and down, depending on if it's a high tide when you first enter it, or a low tide. When it's a low tide, you can collect Shoal Salts, a key ingredient for making Shell Bells from that old guy inside the cave. You'll need strength in there too.
