Ho-Oh is not found in Pokemon Diamond or Pearl. It must be migrated to the Pal Park from Pokemon Ruby, Sapphire, Emerald, FireRed or LeafGreen.
Unfortunately, Ho-Oh is an event Pokemon, so getting one in the other games requires you to attend a Nintendo event. Of course, Ho-Oh can transfered to your Pokemon game cartridge from Pokemon Colusseum (Nintendo GameCube).
