I have a -96, and if they are the same, the horn is located in the front, at the right side, in the bumper.
You may have to remove the AC to get to the horns, at least I had to on my -96.

Usually, the bolt to remove the steering wheel from the column is located at the point where it attached to the column. If your steering wheel has a pressure switch for the city horn located in the center of the steering wheel, you'll have to remove it to access that bolt.
That is a device located under the steering wheel that allows the electrical connections to accessories on the steering wheel to rotate without breaking. It resembles a clock spring from and old wind up clock.

Not sure, But my flashers went out on my 05 stratus and it was a fuse. Fuse box located on drivers side. the area near the door hinge , left side of steering wheel. Replaced the fuse and they worked fine. Hop this helps

The batary is located under the trunk of your car were your spare tire should be. I have a 1998 Stratus and have replaced the battery. It is located in the front driver's side wheel well! You can get to it (easiest) by removing the wheel on that side.
