Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... That would be a relay, not a fuse.

I believe it is in the left front (driver's side) fender, I had to pull the wheel and remove the wheel well cover to get to mine. (2000 Taurus sedan). Taken directly from the service manual: The horn consists of one high-pitched and one low-pitched horn mounted behind the LH side of the front bumper fascia. Horn Relay The horn relay is located in the battery junction box (BJB) underneath the hood on the LH side near the front fender.
