under the dash next to the signal stat left side above lets say left foot on inside friewall
Try to operate the horn and listen for a click from the horn relay probably located under the hood. If you don't hear a click I would check out the horn switch contacts in the steering wheel. If you hear a click I would check for power at the horn using a test light. If you have power at the horn connection when horn switch is activated it is probably the horn itself that is bad. If you have no power at the horn connection when the horn switch is activated replace the horn relay.
The relay switch is under the hood in a gang holder with the air conditioning, horn and wiper relays. It is 1 and 1/4 inches aprox and is black.
The horn relay on a 97 Buick LeSabre is located at the front of the engine compartment, near the headlights. It provides power to the horn and triggers it when the button is pressed on the steering wheel.

I read somewhere on the internet that there was a defect with the ingnition switch due to a recall and what they were doing was installing a relay switch. i dont know if that is it but that is what i read and heard.
It sounds like a bad headlight relay switch. It is located under the dash near the brace that holds the brake pedal.
