Unless someone is a physical danger to a congregation, a person can't be banned from a public meeting, but the reaction of the people in the congregation ("not greeting", "not eating with", not associating with the... wrongdoer) should make it clear to the wrongdoer, that he has made some bad decisions and needs to rethink them in order to be welcomed home. It is a privilege to be in the Christian congregation, and if anyone wants to be part of God's faithful people, he must follow Bible guidelines . As Jesus said to his disciples: "...If anyone would come after me, he must deny himself and take up his cross and follow me. " (Matthew 16:24 NIV) "...Not everyone who says to me, 'Lord, Lord,' will enter the kingdom of heaven, but only he who does the will of my Father who is in heaven...."(Matthew 7:21-23 KJV)

Making a mistake is human, and we all do it. Christian love and forgiveness covers these things in the congregation.(1John 1:8-10)(Romans 3:23) (James 3:2) (Matthew 18:21-22). We all sin many times, and ask God and our friends to forgive us, and they do, based on love for us, our repentance and Jesus' sacrifice.

The sin that would get a person put out of the congregation, would be serious and unrepentant and ongoing. Humans who unrepentantly practice continual unchristian behavior pose a very real danger to

--the peace of the congregation, bringing in destructive thinking and bad habits that can potentially discourage and destroy the unity of the congregation(2 Peter 2:1-3)(1Corinthians 15:33) (1 Timothy 5:20)

--and to themselves (since to gain God's favor they need to be DOING God's will) (Matthew 7:21-23)

Much as a rebellious child needs a 'time out', to think about what he's done (for the family's sake, and for the self esteem of the child, who now comes back into the family humbled and wiser), the same is true for the 'congregation family". The discipline (putting a person OUT of the congregation, 'removing the wicked man') is administered for the protection of the congregation as well as correction for the erring member. It's a wake-up call. So after carefully trying to help this person see reason, working with him and using scriptural council to correct his thinking, if he still will not change his ways "...treat him as you would a pagan or a tax collector...."(Matthew 18:15-17)
