I have a 94 accord and the horn is located on the steering wheel.
Did you try the horn relay? It is located near the fuse box.
There is no stand alone flasher relay in the 94' and up Lincoln Continental. The turn signals and emergency flasher function is controlled by the "Multifunction Light Control Module" part # 13c788. It is located under the dash to the left of the steering column. Cost to replace is around $600+ at the dealer or about $50 at a junk yard.
Either pull out the relay or cut the wires going to the horn. The horn is located at the front passenger side of the bumper.
I believe from 94 to 02 Lincolns do not have a light under the hood.

IT SHOULD BE IN FRONT OF THE RAD BEHIND THE GRILL.......BUDDY MACK..
