No. The West Point mint was established in the 1980s. This is a common area of confusion. You're seeing the monogram of the designer, A. A. Weinmann. Mercury dimes have their mint mark on the reverse next to the word ONE - blank = Phila., D = Denver, S = San Francisco.

It's the mint mark for Philadelphia, the same as on coins minted there since 1980. When the nickel's composition was changed in late 1942 due to wartime metal shortages, the coin's mint mark was made larger and moved from the right to Monticello to above its dome to indicate the new alloy. The letter "P" was used for the first time on any US coin, along with D (Denver) and S (San Francisco).
1917 makes it a Standing Liberty quarter, so the mint mark is just above and to the left of the date (the mint mark on quarters wouldn't return to the obverse again until 1968). No mark indicates Philadelphia, S is San Francisco, and D is Denver.

The letter is known as the mint-mark and tells where the coin was made. A coin having a P mint-mark (or no mint-mark on some coins) was made in Philadelphia, a coin having an S Mint-mark was minted in San Fransisco, a coin with a D mint-mark was minted in Denver.
