Headed by a local bishop, the Orthodox Church is not so much a "Universal" Church, it is the One Holy Catholic and Apostolic Church, meaning, "the one whole and complete Church of Christ as proclaimed by the Apostles." Each local Church makes up the One Holy Catholic and Apostolic Church. Local Churches maintain communion with other local Churches around the world.
