Check you power steering fluid level, also look for a leak around the pump.

to my knowledge there is no power steering filter i would check my power steering fluid level

The power steering fluid reservoir is located next to the oil filter on a 1999 BMW 540i. The reservoir will have ATF written on it.

power steering fluid is fluid that makes the power steering pump work and it goes in the power steering pump under the hood.
The power steering fluid recommended is Mopar
Remove the plug on the bottom of the power steering fluid pump. Drain the power steering fluid out. Replace the plug to the bottom of the power steering pump. Replace the power steering fluid.
