Unbolt Lambda probe, unbolt cat from rear and front system. Install new cat, install Lambda probe in new cat. done.
There's a thing called a Lambda probe, or Lambda sensor that's mounted to the catalytic converter. The engine control system needs that one to know if the engine is getting enough fuel or not, so it won't run w/o it. You need a new cat and a new lambda (at least) to get it running again.
most modern lambda sensors have a heating element and relay which can drain the battery. To test, disconnect the sensor ,if found to be the cause buy new lambda sensor and check wiring.
iirc sensor 1 bank1 is a pre cat lambda sendor. Its the first one visiable on the manifold/downpipe from the engine before the catalytic converter. you just undo the multiplug and remove the sensor with a spanner turning the whole sensor anticlockwise, screw in the new sensor, tighten it up and reattach multiplug.

Unbolt lambda sensor, unbolt cat at front and rear flange. Drop it down, discard, and install new cat. Bolts are quite likely to be seized in place, so be prepared to cut them out and replace. Some luck might be had with nut splitters, penetrating oils and suchlike.

There are many things that can damage the CAT on a New Beetle. My main problem is the car burn a quart of oil every one thousand miles. The the CAT is designed to burn off unused fuel & oil. In my case I go through a CAT every two years. I got VW to warranty two of them.
When you change the oil, you drain it from the filter where the sensor is. It takes a moment for the new oil to circulate to the filter and let the sensor know you have oil
