You can only find stunky or skuntank in diamond so if you want stunky your going to have to trade it from diamond.
im luxlaser/noah once in platinum i saw only one stunky on either route 214 or route 213

Skuntank is not found in Platinum. It is exclusive to Diamond. (Same applies with Stunky). The only way is to trade a Skuntank or Stunky from Diamond.
