00 isn't part of the country code, it's a commonly used international access prefix. Telephone country code +1 is North America, including the USA and Canada and several island nations and territories, mostly in the Caribbean. Telephone area code +1 212 is Manhattan, New York City, New York.

Since different countries use different international access prefixes, it is much less confusing to write international telephone numbers beginning with the plus symbol and the telephone country code, omitting any access prefix. In this example, there are some countries that use 001 as the international access prefix, which would change the question to country code +212, which is Morocco.
