sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,
The temperature sensor is mounted on a plastic panel in front of the passenger side tire. The sensor mounts in an indented plastic mold of this panel. You will know your sensor is missing if your temp displays -40 degrees. I paid $45 for the sensor and panel in Wilmington De from a friend who owns and independent BMW shop. I have heard as high as $70 for the sensor alone. Hope this helps. RAD
The sensor is intergrated into the door latch. If it is not working (and the door chime stays on) spray it with WD 40. This almost always works.

You may want to check the MAP (Manifold Air Pressure) located on the fire wall. There should be two rubber lines coming from it. Located just on the passenger side of the center. the temp sensor could also be the problem. its located near the thermostat. when the sensor is bad the computer is reading the temp as negative 40 degrees. its a little cheaper than a map sensor.

Might be the temp sensor if bad tells the computer its 40 below runs real rich.
