On the '98 GC, the outside temperature sensor is located behind the grille/fascia, at the bottom/front of the radiator, at the closure panel (plastic shroud) right about in the middle.
The sensor plugs into a two-conductor pigtail split out from and spliced into a harness that runs along the bottom of the radiator closure panel, behind the grille/fascia.
