I believe it is in a plastic relay box , containing two square shaped relays , one for the hazard flashers and one for the turn signals , underneath the dash just to the right of the steering column

No they are 2 separate things.

The 4 way flasher is usually installed in the fuse box and the turn signal flasher is mounted next to the steering column on the right side. Most late 80s and 90s GM vehicles are this way. However, I am not 100% certain on your car.
