The AC relay on a 2001 Mazda Miata is under the hood. It is in the fuse box on the passenger side of the engine compartment.
One is for ac which works when you have ac on, other is auto which works when the radiator heats up.
You can find a 1997 Mazda air conditioning relay switch in the fuse box. The air conditioning relay switch will be at the top of the third column.
There are two fans on a Miata. The main fan is triggered by the coolant temperature sensor, which is at the back of the Miata engine, dead center, just above the transmission. The second fan is triggered when AC is turned on.

The passenger side cooling fan comes on when Air Conditioning is turned on. If it still does not turn on, check the AC fuse and the AC/Fan relay.
