I believe you can only lock topics in the community forum if you started the topic and are a supervisor.
The Supervisor Forum link should show on the left. If you do not have that link and you have been a supervisor, contact one of the Community Assistants through your Message Board.
You can post it in the Suggestion Box forum in the Community Forum.
Badges are given to Supervisors in order to show other contributors who is and isn't a Supervisor. Also, another way to find out is if their forum username on the community forum is normal instead of red.
Both Supervisors' and Community Assistants' usernames will appear in red. However, only online Community Assistants will appear at the bottom of the Community Forum.

Yes, you do need to be a supervisor to block someone. If you see anyone who is abusing the website you can report it under ' Report Vandalism and Abuse' in the Community forum.

Go report it on the community forum(report vandalism and abuse) or send a message to a supervisor on wikianswers.
