If you have one it will be on the drivers side ontop the intake manifold (will look like a mushroom facing the steering wheel). Many do not have an EGR though, so if you can not find it, chances are you never had one.
The 1991 Geo Metro EGR valve can be located on the air cleaner housing. The valve will be on the back of the housing.

The EGR valve for a Honda EX 1991 is at the top of the engine. It is at the front, just to the left of center.
Ok here is what is happening with my 1996 subaru legacy outback 2.5. When I apply vacuum to the back pressure transduser on the intake port side I loose vacuum quickly on the side to the egr solinoid valve. What I am wondering is the tranducer supposed to drop vacuum or does it maintain vacuum?
could be the egr valve is dirty and needs to be cleaned. if there is soot build up, the valve may not close all the way which can cause a rough idle. if it ever stumbles while accelerating, that can be from it not opening when it should. cleaning it can be an easy 30 min job that anyone with basic mechanical skills can do. sometimes.
I'm not familiar with that particular engine but... Look for a metal pipe coming off one of the exhaust manifols that does not lead out the tail pipe. What that pipe leads into is EGR valve, there may be multiple components connected by rubber hoses. You can always buy new part first so you know what to look for.

The idle air control valve is located on the throttle body, and the EGR valve is located on the intake manifold.
Could be the idling sensor or the EGR Valve
Unless your car has California emissions, you do not have an EGR.
The EGR (Exhaust Gas Recirculation) valve opens when vacuum is applied. The EGR vacuum solenoid opens and closes the vacuum supply to the EGR valve when it is commanded to do so by the ECM (Engine Control Module).
