The fuse location for the head lights on a 1996 Nissan is in the engine compartment. You will need to open the hood and look between the battery and the driver side.

On a 1998 Ford Explorer, in the power distribution box in the engine compartment, in location # 11, there is a 15 amp mini fuse (between the 10 maxi-fuses) that is for the park lamps relay and mainlight switch. Check and see if your 1999 is the same.
There is a fuse box under the hood (passenger side). I know the the fuses for the head lights are there. The fuse for the taillights is there and is labeled. This fuse includes the running lights but is not labeled as such.

They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.
