If you are a spy, you can use your spy phone and when you click on it, there should be an option on the bottom that says: EPF Command Room and you can click on that to get in the Command Room. Or, you can go to the Everyday Phoning Facility, and if you're a spy, a secret door will open and if you go through it, it brings you to the Command Room. To get to the area where you get your missions, you have to go up the tube in the Command Room which is located in the center of the screen, farthest up.
