The airbag system brain box is under the radio in the center console between the metal frame. The data connector for it is on the passenger side footwell in the kick panel. You can reach over the top of the kick panel and pull it out. It should be an orange connector. The bad news is, the airbags on thse cars are well known to NOT go off during a front end collision unless VERY major. I have hitt he wall doing 70mph and it did not go off. I rear ended a pick up and it did not go off. It is "unsafe" or ilegal, but you can just pull the bulb from the dash.

You can't. They have a distributor pack, and not a cap and rotor. a 1.6 eng 93 geo storm has a distributor cap and rotor!!!
on my Buick, when starting car it means it's checking the airbag inflater. If it stays on somethings wrong with the inflater.

yes it will start. The infl. rest lamp is for inflatable restraint (airbag) the light will normally come on (flash) for 5 seconds or so when the key is put in the run position that's the air bag system doing a self check
The infl rest light is just your airbag safety system it should blink a few times when the ignition is turned to on and then it should go out!!
