This fuse is ganged with something else. Usually but not allways interior lights. Could be lighter/power outlet or half a dozen things depending on trim level

I have this problem alot. I manage a fleet of Ford F-150's. Your fuse will be located in the main fuse block under the dash. You owners manual will have fuse locations in it. If it is missing test all fuses for continuity, and replace any that are bad.
you don't need that turn your key forward and back three times and on the forth leave the key forward watch where your miles are it will give you your codes. Chrysler has whats known as on board diagnostics . don't need obd!
The 1995 vehicle should be ODB I. The OBD I connector should be under the hood in the engine compartment.
It's a box under your hood labeled diagnostic.

Beside the fuse box behind a little plastic panel by the drivers left knee. It has the ODB logo on the panel.
