Under the passenger seat and No, a novice should not bother unless it's absolutely necessary because their are available P.C.M. tunes available like "Trifecta Tune"
Edit: No, it isn't. It's in front of the under hood junction box on the driver side. It's really easy to get to and remove. The PCM is the larger of the two metal bricks under the black cover in front of the fuse block. Pull the red pins toward the driver side fender, the depress the tab just right of the pin while pulling the gray lever to remove the wires. When you reinstall, be sure to place gray terminal with gray port and black with black.
