I have a 2001 town & Country LXi 3.8L FWD. If you look at the very top of the engine, there is a black hose that comes out of it on the top left side and bends backwards, then right and down. That hose is about 5/8 in diameter. Follw it and there it is. Its directly behing the very top of the engine. Remove that black hose and twist the hose out of the way.
Your easiest bet is to remove the air filter and the connecting vent to the engine (real simple: a flat-head screw driver and out in 45 seconds). That simple move will give you ample working space by the left side. There is not much room for a wrench towards the firewall, so I used a regular pair of pliers. Remove the old one, clean the hole with a rag and place the new one. Put the hose right back into place and that's that. Replace the air filter and ready to go.
I have a 2005 and thought it would be easy as described above. Never changed until 62k so maybe that's why the valve was recessed way down in the built-in cavity on top of the rear valve cover. That sucker was stuck. The rubber seal had "melded" into valve cover. I ended up taking vise-grips and mashing the metal hose connection (not used in this design) and dragged / pried / sweated until if finally popped out. Took 1 hour! It does not screw out. When replacing I just pushed it in enough to make the seal.
It is in the center of the rear valve cover.
