The Qatar (or Qattara) Depression Project was a proposal to build a hydroelectric power plant by connecting the depression (located near Alexandria in Egypt) to the Mediterranean sea by an 80km tunnel. Since the depression is over 130m seep and climate is very hot and dry the water level will reach a steady state, balanced by evaporation. A secondary benefit is that the evaporation will increase the rainfall and decrease the temperature in the area, both welcome changes. There are no permanent settlements in the depression, which is partially covered by hostile salt beds, so no population (besides a few nomads) needs to be moved. The project is similar to a better known plan of connecting the Mediterranean to the Dead Sea in Israel. Both proposal are nearly 100 years old.
