On my Subaru Forester the instrument panel lamps are dimmed by turning a ring on the turn signal stalk.
The transmission doesn't have a light. It functions just fine in the dark.
With the proper scan tool.
Not to be unkind - but READ THE MANUAL.
It's a switch near the gearstick, which when pressed, turns on an amber warning light on the dashboard. The function of it is to hold you in a particular gear - for going downhill and such. To get rid of it you just need to flip the switch.
Replace the bulb, had to change one myselfe.

Bad dash light, or dimmer fuse. Or a bad dimmer switch itself

Start with checking the fuse. Also check the dash light dimmer control, be sure it's not turned off.
If its like the 08. then its the cover of the rear brake light hitting the window.
