All of the lights are turned on and off by the rotating part of the turn signal lever. The fogg lights are tuned on by the bottem left switch on the center panel left row. All lights for night driving is automatic if the rotating end of the turn signal is turned clock wise until it stops. If the switch is turned one stop counter clockwise it turns on the head lights. A buzzer will sound if you turn off the car and open the door without turning switch back to auto position or turning the switch counter clock wise until it stops at the off position.
My 2004 Endeavor does not. However, I like the idea, and the lights turn off when the ignition switch is in the lock position, so I leave the headlights on all the time.
Replace the turn signal flasher relay.
