There are actuators all over the HVAC housing.
A 1999 Jeep uses R134a.

If it is broken. It could be a faulty temperature blend door actuator.

The first thing to check is the radiator fan.
The temp blend door. It is electrically controlled by an actuator. It is located behind the dash assembly.
If a Jeep Grand Cherokee's air conditioner is not blowing any air it could mean that the blower motor has went out. Also the AC controls could be bad.
Either you badly need a refrigerant recharge, or your AC compressor is shot. Or both.

Sounds like you need to flush the radiator and replace the thermostat
