On my 2003 4 Runner and my 2008 Tundra it's located directly behind the Glove box. HOW TO Instructions came with the filter when I bought a new one from a local auto store. Took 10 minuets to change.
I have a 2003 Highlander. Whenever I get the oil changed, the check engine light comes on within a couple of days. I finally figured out that there is a hose under the air filter case that gets disconnected when the filter is checked. Just reattach the hose and the light will reset after a few restarts of the engine.

Lower the glove box down remove the plastic cover on the heater box and pull out the cabin filter tray.
It is behind the glove box. Open the glove box, remove the restraining strap that keeps it from dropping down, and allow it to drop down. Hidden behind the glovebox area you should see a little plastic door that holds the interior A/C filter.

I had the same thing happen after Jiffy Lube changed the air filter. They forgot to plug the vacuum line back into the back of the air filter housing.
You don't. There is no cabin air filter on the Gen I Solara. The interior air filter appeared on the 2004 (gen II) and later Solara. Cheers
