All the way over on the passenger side, its the top/frontmost thing touched by the drive belt, you need to move it back in order to replace the drive belt, this is done by loosening (but not removing) the upper and lower bolts on the alternator and pushing/prying it backwards.

What belt? Drive belt is easy, just loose the 3 bolts on the alternator, pry the alternator forward, put the new belt on, pry the alternator back, and tighten the bolts. Power steering belt is much more difficult.
2001 Toyota Echo doesn't have a timing belt.
