The 1986 Mercury Marquis does not have a fuel cutoff switch. The fuel pump does have a fuse, of which could render it as nonworking.
The 1999 Mercury Grand Marquis air suspension relay switch can be found on the firewall in the engine compartment. The air suspension relay switch will be on the passenger side of the firewall.

There isn't one. If you're talking about the Fuel Reset Switch - it's in the Trunk.
THE AIR SUSPENSION OFF SWITCH IS USUALLY LOCATED IN THE TRUNK ON THE RIGHT HAND SIDE. BE SURE NOT TO HIT THE SWITCH ON THE LEFT HAND SIDE THAT IS THE FUEL SHUT OFF SWITCH.
