I am sure that you know where the town hall is (if not it is the place that you arrived at when you first started the game). Go inside there and stand on the red mat in front of you. It has a picture of a letter on it. Talk to the bird and click on access account. Now if you want to put money in, click save bells. If you want to bring money out, click withdraw bells. And that's your bank!
In regular Animal Crossing, go to the post office. You can make deposits on your house payment there.
