The best place to mine gold (in free-to-play) is the Crafting Guild, southwest of Falador. To enter that, you need Crafting level 40... and a brown apron. There are 7 gold rocks, and 6 silver rocks in there.

No. If Jagex decides to make that possible in the future, maybe. But currently you can't mine gold in oceans on Runescape.
Go under the dwarf mine by the rope near mining cart. Find map on google to see which places have gold. There is a chance to get double ores there also if you qualify.
Since this is categorized under RuneScape, I will assume your question relates to RuneScape. You can mine silver ore southwest of Varrock. A better place is west of Falador, in the Crafting Guild. The main problem with that place is that you first need to have Crafting level 40.
