If it in the same place as the 2004; it is behind the glove box; you should be able to remove the entire glove box and should the cover for the cabin air filter behind it. Below this is the blower fan and motor
Update: On the 2000 Sienna, it is not in the same place as the 2004. Toyota changed the assembly in 2003. It is much more difficult to get at the blower motor prior to 2003. You have take the entire dashboard apart.
