The valve is located by behind the intake manifold. It has 6 brake lines coming off of it. Two Lines for the Brake Fluid Reservoir, Two on for the back tires and Two for the Front Tires. If you have brake fluid leakage at the firewall, replace the pistons in the proportioning valve with good ones. It seems that lots out there may leak, some don't.

The brake fluid is located in the Master Cylinder mounted under the hood, drivers side, in front of the booster, on the firewall. You will see a reservoir containing the fluid. Of course there is fluid in all the brake lines, wheel cylinders, & calibers.
There is some confusion on what fluid to use in the 2003 KIA Spectra. The correct fluid is Special Lubricant Fluid (SLF). Do not use Dexron or any other fluid. Go to your local KIA dealer and purchase the fluid or have them change the transmission fluid. Using any other fluid may harm your transmission.
If it's a manual transmission car it's the brake fluid. It uses a hydraulic clutch which uses the brake fluid to lubricate. On my 2003 it's on the right side at the rear of the engine compartment.
