I've had 5 Windstars, - never heard of that. Are you certain that is correct name.
You may mean the 'brake light fuse' - this can stop you staring the engine if brake light switch is blown. In some W'star they are on fuse box under steering column, in others in engine bay almost in front of steering wheel. You should have a manual to find items like this. Also tell us year of vehicle next time.
It is on the steering column, but those rarely go bad. In fact, I have never had to replace one. Almost always it is because you have no brake lights. Possibly a bad brake light switch.
First check to see if you have brake lights, if no brake lights you have a bad shift interlock switch,it is a small black box located behind your brake pedal.It's about $45.00 from the dealership. I keep a spare in my van.

Below and to the left of the steering wheel by the brake pedal . It has a cover on it.
A couple more suspects...Check the shift interlock fuse - #10(?)Neutral start switch/Transmission Range Sensor?
if the shifter does not move the shift interlock may be bad
In a 2000 Ford Windstar : ( DOT 3 brake fluid meeting Ford specification ESA-M6C25-A ) according to the Owner Guide

If the red " BRAKE " light in your dash is on that indicates that either your parking brake / emergency brake is on , or the BRAKE FLUID LEVEL in your brake master cylinder ( located in the engine compartment ) IS LOW
Below and to the left of the brake pedal , remove the cover panel to access the fuses
