Depends on year. On the 2004, it is the "STOP" 10 amp fuse in the block in the engine compartment, with the relays. This may or may not be the case for all 2nd gen (99-05) miatas. I know that there are some earlier cars that have it in the driver's side kick panel, also labeled STOP.
