Open the glove compartment, gently squeeze in on both sides of the open compartment, then you can pull the whole glove box out. The air filter is behind there.
Yes, you can access the cabin air filter behind the passenger's side glove box.

Inside the fuel (petrol) tank.
In the gas tank. I have 2001 Echo.
The cabin filter is located behind the glove compartment. If you open the glove compartment you shoudl be able to press the sides inward. This will allow the glove compartment to open all the way out. After you remove the glove compartment you will see a plastic tray that holds the filter.
Behind the glove box, open the bottom glove box, push in the sides (near the top) and pull it out, the filter tray then slides out from the back top of this opening.
Pretty sure its the same as the 2000 Toyota echo, see related link.
For my 2002 Echo it is 3.7 Liters with a filter change.

The 2003 Toyota Echo takes 22" drivers side and 14" passenger side replacement windshield wiper blades.
Open the glove box. Now squeeze the sides of the glove box door together and remove the glove box door. You will find the filter on top of the blower motor housing in a trey. Most of them were shipped without a filter. You can find the cabin filter at Pep boys for $12.00. Enjoy JC
