Remove the kick panel on the left side of the center console. (If you're sitting in the driver seat its the lower panel by your right foot.) Be gentle but it will pop off. You should see a metal arm/clamp that is holding the filter in place. Release it and you will see the end of the filter. Pull the filter out, slide the new one in place and secure the clamp again. Pop the panel back on and you're done.
A few things to know. When the panel comes off you will only see the end of the filter (its edge - not its face). Finding a filter can be tricky. Dealerships sell them but they can be expensive there. I had the best luck finding one at a parts warehouse website (cheapest). Can't remember the name of the site though.

The 1999 Nissan Sentra has a blower resistor in the air vents. This mechanism regulates the amount of air entering the cabin.
I doubt it has one. Go to your local auto parts store and ask for one. They will know if it actually came equipped with a cabin filter.
